The construction of
Ngurah Rai Airport began in 1963, during the reign of President Sukarno, with the aim of boosting Bali's tourism industry. The airport was officially opened in 1970, replacing the smaller Bali International Airport in Sanur. The new airport was designed by a team of Indonesian architects led by Hadi Simatupang and Frederich Silaban, and built by a Japanese construction company. It was built on a reclaimed mangrove swamp, and required the removal of thousands of coconut trees.
The airport underwent a major renovation and expansion in the early 2010s, in order to cope with the increasing number of passengers. The renovation was completed in 2014, and involved the construction of a new terminal, expansion of the existing terminal, and the addition of new facilities such as a new parking area, a new taxiway, and a new apron. The new terminal, named Terminal 3, is used exclusively for international flights, while the existing terminals, Terminal 1 and Terminal 2, are used for domestic flights.

Ngurah Rai Airport has three terminals, with a total area of 420,000 square meters. Terminal 1 and Terminal 2 are connected by a pedestrian bridge, while Terminal 3 is located about 500 meters away. The airport has a total of 72 aircraft parking stands, including 8 for wide-body aircraft, and 64 for narrow-body aircraft. The airport also has two runways, each 3,000 meters long and 45 meters wide, capable of handling all types of aircraft.
